Work Experience

 

Health Service Chief Executive Officer:

Over 10 years experience as a health service Chief Executive Officer. I have led a
major rural Area Health Service in New South Wales, two tertiary teaching hospitals in Perth Western Australia and a regional Area Health Service in the south west of Western Australia. In these roles I have managed the complexity of increasing demand within the context of significant resource constraints as well as maintaining safe quality services. Specific roles have included:

• Chief Executive Officer, South West Area Health Service, WA from January
2002 to December 2005
Scope: 13 hospitals, 5 community health networks, 1,300FTE, $120M

• Chief Executive, King Edward Memorial Hospital for Women and Princess
Margaret Hospital for Children, Perth WA from February 1999 to November
2000
Scope: 2 teaching hospitals, 2 community health networks, 2,300FTE, $160M

• Chief Executive Officer, Greater Murray Area Health Service, Wagga Wagga
NSW from September 1996 to January 1999
Scope: 29 hospitals, 4 community health networks, 3,500FTE, $200M

During this period I was seconded for 12 months in 2001 to the Western Australian Department of Health as Executive General Manager, Finance and Infrastructure. I was responsible for all budgetary (including performance management) and infrastructure issues for the Department of Health.


Management Consultancy and Change Management:

Considerable experience in management consultancy and change management. I
have led numerous organisational improvement projects ranging from internal
management development programs for health service managers to a major review and restructure of the Queensland state public health system. Roles involved have included:
• Director, Organisational Services for Queensland Health from August 1989 to
November 1992
• Implementation Director, Regionalisation and Restructuring for Queensland
Health from July 1990 to November 1991
• Senior Project Officer, Project and Developmental Support Unit, Qld
Department of Health from August 1988 to July 1989.

Infrastructure Development:

Leadership of a major hospital rebuilding program for a state public health system for 5 years. The 10 year $1.5b Hospital Building Program for Queensland Health was the largest public capital building program for its time apart from the Sydney Olympics. The program involved the redevelopment of all major public hospitals in Queensland including services planning, site master planning, building, clinical equipment, ICT and commissioning to improve patient services and reduce operating costs.
• Director, Capital Works for Queensland Health from December 1992 to March
1996.

Information Technology:

Experience for 5 years at a senior level in the application of information technology to improve the operational performance of health services. This interest has resulted in the following roles:

• Executive Director, Technology for the Western Australian Department of
Health from January 2006 to October 2008.
• Director, Corporate Services for the Distributed Systems Technology Centre
at the University of Queensland from April to August 1996.
• Project Officer, Strategic Plan for Computing for the Qld Department of Health
from January 1985 to August 1988.

Service Delivery:

Direct service delivery experience for 5 years as a Social Worker and a Unit Director in an acute setting for the developmentally disabled. This experience included the following roles:

• Social Worker at Challinor Centre Ipswich Qld from February 1980 to January
1981.
Scope: Social Work services to 100 residents and their families
• Senior Residential Care Officer at Challinor Centre Ipswich Qld from February
1981 to December 1984
Scope: Operational management of a residential care unit for 100 residents

During this period I also undertook a number of study tours of services for the
developmentally disabled in North America.
